Joe Higdon and his younger sister, Victoria, were adopted to a non-biological family following an incident on the local school bus where older boys assaulted the handicapped six-year-old kindergarten girl during her first ride on the local school bus. The following week, those boys were suspended from riding the bus. The bus driver, Ms. Johnston, resigned or was fired. OKDHS told the grandmother that she wasn't able to protect the children so they were adopted to Neil Bradley and Michelle Denice Womack when they were nine and eleven years old. OKDHS has ordered the Womack family to stop all contact with the grandmother with whom they lived while her son was trying to get help for the family's disfunctioning. Joe's name was changed to Matthew Bradley Womack. Victoria's name was changed to Rachel Ann Womack. These children need to contact their biological grandmother and learn the truth about what has happened in their life. The biological grandmother continues to care for all of their personal items that were in her home at the time of the assault. During a home visit by a worker from North Care, the grandmother was told that the bones of both children had been broken while they were living in two separate foster homes. OKDHS combined the case with that of a Kiowa Indian Drug case and a reported that Susan Rhodes and Andy Brown visited the family every week. The address given in the OKDHS records are vacant lots in Oklahoma City. The phone numbers have been disconnected or have OKDHS prefixes. The children have NOT been told the truth but hopefully they will learn the truth soon. They need to contact the grandmother with whom they lived in 2000 and 2001.
